The majority of AP/The Airsoft community will never be willing to put in the time for something like that. Often those that are lose interest in the community due to the lack of something more than sector control and what not. Then new kids show up who are into that shit and don't give a shazaam about structure and what not.
The group into this stuff will always be small.
Plan and run games that work for small crowds, as time goes on, more and more will join. Simple as that.
Stop trying to get 100+ for a game especially when you've never ran one near that size.

START SMALL. You're going to shazaam it up either way. Most everyone does.

MilSim West held a patrolling challenge where there were set OPFOR and locals wearing "similar" uniforms (Russians in Russian camo, Birberians in M81/civilian clothes) up in Washington last weekend. Late at night it became imperative to correctly identify potential threats as shooting unprovoked Birbarians was a major no-no against our ROE.

Like McNair said, games/events that you want can be done; it will take some dedicated hosts that are on top of their logistics and attendees that are willing to play along. Just accept that large numbers of people just happy to be there won't compare to a smaller cadre of dedicated players.

I don't live in APs primary area so I don't have access to that community. My local community is 50ish people so even if I wanted run a small game of:
10 per primary side and 10 for the non affiliated groups
With a few dedicated GM's and a primary ST.

This beyond normal turn out for games in my area by about 10 people, and uses all of the organizers in the local area. The concept being non-mIlsim means that I would lose potential participants instantly. Because it's closer to that of an action oriented LARP, or to state it better an adventure game.

So I don't think that this idea is all that viable.
I'm a major chairsofter, sorry about that.
