The US Army started the "one camouflage pattern to work everywhere good 'nuff" craze and though they utterly failed with UCP, they did help fund the design of Multicam, which later proved to be an actual universal camouflage.
It is popular and gaining use with NATO countries because 1) It does work "good enough" everywhere, 2) The colors work very good in Afghanistan, where most of the current conflict is being conducted, and 3) To fit in with other NATO/UN troops, they pick a pattern with similar coloring, though the original trend was to all wear the same pattern, countries are starting to adopt similar-but-not-exactly-the-same-pattern for their nation's use and unique identity.
The idea of going digital gained a lot of momentum after the Army picked up UCP, copying the Marines with their MARPAT, which copied the Canadian CADPAT, though the Army is soon picking a new camouflage pattern, and they are most likely going with a "family of patterns" based around the Multicam design, which is not digital.
tl;dr: Yes, this is the new New Zealand pattern, which is made by Hyperstealth and Guy Cramer. He's a hack, and he also produces the new Afghan digital uniforms. His patterns are unimaginative and the only way he sells them is by making ten thousand color schemes so people can find one they like. The Army is going to a 3-pattern Multicam, and I'm angry and disappointed with them for not picking PenCott, because it works better than any camouflage I've ever seen. Luckily, Delta Force uses it, so in 10-15 years it will be in COD8 and I WILL HAVE MY VINDICATION.
