I've always viewed them as what they are: "safety" kills, e.g. you unexpectedly find yourself very close to someone with a clear line of fire, entirely by chance, and you are concerned that by pulling the trigger you may cause serious harm to the opposing player (e.g. broken skin, etc). Anything else isn't within the spirit of the rule, as far as I'm concerned.
Sneaking up on a known position and shouting safety kill -- not the intent of the rule. Fire some BBs. They're cheap. Hell, go for a knife kill if you're getting that close with the element of surprise. That being said, I've watched somebody walk up to a group, shout safety kill at as many players as they could (one at a time), then honor the inevitable return "safety kill" when someone caught on. Not entirely the intent of the rule, but it avoided the "WHAT THE shazaam!" argument from the spray and pray at 10 feet.
Running up on a known enemy position and diving in like John Woo -- not the intent of the rule. Fire some BBs. They're cheap. Granted, they shouldn't be letting you do this, but I've seen it. Tired of the suppressing fire from a position? Fire and manuever to kill that position.
Stalking around a corner and find yourself unexpectedly nuts to butt with an opposing player -- totally a "safety kill", shout it like you earned it.
Room clearing and find yourself in a 5 foot standoff as you enter a doorway -- first one to shout it wins. Granted, both of you would be dead in real life, but this is airsoft. Complicated if there are multiple players on either end of the standoff.
