Both of those.

Part of the planning phase should have identified the communications sector. There are multiple teams out there, and there is a Chain of command / hierarchy in place to manage them. For the USRF it seemed like this was probably one of the bigger problems, failure in comms.
In the future, I would recommend that you have a RTO - Radio Telephone Operator, assigned to you, with a sole job of staying in contact with units in the field. In this manner, you can effectively deploy units, obtain rapid sit/rep requests, and overall organize the flow of operations.
Radio Channel Assignments:
This was not mentioned during the entirety of the planning phase, that is at least according to the forums. This would be good to have, to reduce confusion, to increase cohesion / awareness.

in the forums we said that it was up to the team leader to assign their own channel to their own teams. the major intel and command were going to be passed down through HAM radio.
as one of the guys running HAM i was sending people i could find to the places that were requesting support so there was no communication issues there. however on FRS seems to always be someone hotmicing the channel (which is probably why i'm done with it)

This was the problem I ran into. Everyone but myself in my group was on HAM. I stayed on FRS to monitor and all i got was call button pushing, garbled yelling and hot mic-ing. After 20 minutes I took off my ear piece.
Callahan wrote:I would advise not doing this in the future, simply because the lack of cohesion, and what to expect out of many players existed. You need to be organized and clearly have these radio channels in place before starting, so not only the commander knows how to reach a specific team, but anyone does.
Not everyone is going to have a HAM, I know I don't, so being able to communicate with everyone will be important, and using systems people are familiar with. Having an RTO would have been an essential advantage to keep the commander aware, and to be able to deploy units in critical areas in a timely fashion.
You're adding to my point here saying it was up to the team leaders to determine their channels, re-enforcing how unorganized that sector of this operation was.

Yeah, I saw an admin taking pictures once through the game.
