It's a weird MK48. And yeah, pretty sure that pouch is MOLLE'd on, as it looks nothing like any BDS pouch design I can find on their site. And, that's the only vest I can find with that back design.

No, it's a MK48 with an upper RIS on the low part and an M249 heat shield. The barrel and gas block give it away.

Yes, I didn't say it wasnt that design I just said it's a custom rig by LBT.
