October 2011

Postioned between Poland and Lithuania alongside the Baltic Sea, the Kaliningrad Oblast is the last remaining exclave of Russia, a remnant of the Soviet Union, isolated from the “mainland” since it collapsed. The enlargement of the European Union in 2004, which saw Poland and Lithuania become member states, meant that the oblast now has land borders only with the EU. After the fall of the Soviet Union, some intellectuals and government officials in the oblast openly discussed the region separating from Russia. The secessionist Baltic Republican Party was formed, and aimed to establish the oblast as the "fourth Baltic state," but was banned by the Russian Government in 2003. Nevertheless the party still holds substantial influence in the political life of the region, and the BRP has planned a coup d’état in the capital city of Kaliningrad.

The Russian Navy has been placed on high alert, stationing substantial numbers of ground troops in and around Kaliningrad with several thousand additional re-enforcements being flown into Kaliningrad Chkalovsk, the largest naval air base in the Oblast, via Antonov An-124 strategic airlift jets and Kamov Ka-60 Kasatka helicopters. These troops are under the direct command of Vice Admiral V. V. Chirkov, and have been instructed to secure and preserve the government administration buildings and to take control of or fortify key auxiliary facilities including the Baltic Nuclear Power Plant (Baltiiskaya NPP), the A229 (Moskovskiy Prospekt) highway leading into Kaliningrad Proper, the abandoned Donskoye Air Base, The Baltiysk Naval Base, and the Kaliningrad Waste Water Treatment Plant.

The BRP, led by Sergei Pasko, has taken an abandoned industrial complex on Vistula Lagoon. With ready access to rail and highway infrastructure, as well as the The Pregola River (reka Pregolya) and the Baltic Sea, this command location is optimally placed for the rapid movement of BRP members to contested areas of the exclave.

The Kaliningrad Oblast represents a significant strategic location for Russia, because it is surrounded by NATO member-states. Therefore, its secession would be considerably devastating to the Russian military. With hopes of finally rescinding Russia’s uncomfortable presence in the region, NATO has executed clandestine operations to supply the BRP members and their sympathizers with small arms, shoulder-fired rockets, and munitions. Additionally, it is suspected that if the BRP could gain control over the recently-abandoned Donskoye Air Base, Lithuania would then supply them with bombers and related attack aircraft.
