From " U.S. Counter Terrorist Forces"
"The F.B.I. has a S.W.A.T. team at each of it's 56 field offices nationwide. Supplementing this are nine enhanced S.W.A.T. teams of about 30 agents each that are located in the larger field offices such as New York City, Chicago, and Los Angeles. These nine teams have recEIved special training from the HRT and possess enhanced equipment. It is their duty to rectify the terrorist situation if they can and if they can't, to take charge of the scene until the HRT arrives."
