You might be mistaking the OD color for a cover when it's actually the base helmet color. CARC paint is often used on the helmets to limit IR reflectivity and protect the helmet against NBC. It's the same type of paint used on vehicles, which is why it's a very flat color and gives the helmet a slight "textured" look.
If you need your helmet to be OD, and for some reason the base helmet color is has been repainted or is fading/chipping/etc, you can just use some good quality OD flat spray paint. Before you paint the helmet though you'll need to disassemble it and mask off any components that you were unable to remove. I also recommend filling screw/tap holes with something first or keeping the brackets in or else it could mess with the threading.
