I do know what it is. I didn't see the bottom pictures.

Its a Serpa.

I believe he is referring to the way non-grunts used to roll the BDU sleeves, leaving the outer portion of the cuff folded over the rolled sleeves and buttoned so as to remain uniform looking , versus the marine style of rolling the cuff up in the initial rolling of the sleeve.
