Competition for lucrative government contracts has lead to the rise of two major players in the new "Contract Wars" as they have been dubbed in the media. The United States is increasingly privatizing much of their intelligence gathering to private companies rather then using government agencies such as the CIA and NSA. Especially important are pre-mission recon and "localization" contracts for future US Military operations. Hunter International and Defense Contract Specialties represent roughly 72% of the total number of active contracts happening around the globe! Because the US Military is accountable for "unacceptable" practices it is safer to contract out the initial intelligence gathering to private contractors such as Hunter International (HI) and Defense Contract Specialties (DCS) who can "bend" the rules with less consequence.
HI and DCS are privately at war with each other and take any opportunity to undermine the other. Currently DCS and HI both have a contract in the volatile West African region. They have less then 10 hours to conduct a "Localization" mission for the US Government. Each have sent a small element to Mugambi, a highly disputed West African country, to recon the area and bring back intelligence items in support of a Multinational Taskforce that will be sent later in the month. In addition they are attempting to enlist local "help" ("localization") to assist with the operation. The key to lucrative contract work is to subcontract when ever possible!
This operation will pit DCS and HI contractors in a war against both each other and time. Each side will need to recruit and pay Mugambi locals, including weapon specialist, drivers and civilians to conduct operations on the other company. Strict ROE (Rules of Engagement) will be set for the contractors but Mugambi locals will have free reign. The challenge will be knowing which locals to shoot and which to trust!! Mission objectives for each side will include, Planning & executing infiltration into the country, securing specific assets within the country, recruiting and deploying local forces, planning & executing exfiltration of Mugambi.
