I like the idea of a league of teams because of competition and ease of organization.
I think I like the idea of a league so teams can fight against--and with each other and the variables are not present you have with day players and individuals. There are good individuals that are not on teams, yes, but what makes a person not join a team (to me) is either a lack of willingness to follow orders/be within a hierarchy of command, or the lack of time committment.
What has worked with PLA / CAG / WTF so far is getting a few squads of active players who decide policy and train regularly, then a large group of people who like the group, but don't have the time or patience to be on a real "team" within the group, but have what it takes to be a part of the group (fun to be around, honoring their hits, able to follow orders and willing to train or show up and go with the flow). When we do monthly outings, we use the individuals to fill slots within squads or act as OPFOR.
These people are put on a non-active (not on a set squad/team) list and show up when they can.
I think for a league like this to work,you need a governing body to run that league. For us, what has worked was to take each squad leader within the group and had them sit at the table. Then these squad leaders decide who is the CO and XO for a given amount of time (6-12 months seems to work well).
Also, those that have experience can sit at the table for suggested input, but since the body runs the group, and the group is a collection of teams (or squads), the decisions are all made by the council of squad leaders only.
