Also, to echo what has already been mentioned before, you are going to have a fairly substantial required packing list.
The Army is big on what they call PCCs / PCIs. That's Pre Combat Checks and Pre Combat Inspections. (The difference being, a PCC is "Hey, bro. You got your NODs, sensitive items, chow, and gear?", while a PCI is "Hey, dude. Show my your NODs. Great. Now show me your rifle. Okay. Now, hold up your spare pair of boots...")
It'd probably be a good idea to do PCCs with the element leaders, and have them do a showdown PCI on their guys to make sure everybody has what they need. Set a minimum gear requirement list for safety, and let them layer on whatever else they need for comfort.
Also, if the gear requirements are to heavy for some of your players, you might be able to get away with allowing players to have a duffel bag full of stuff that goes on a truck out to wherever they are doing their RON site, or one duffel bag per 3 guys, or whatever it works out to. That way, they can toss their tents and heavier gear into a duffel bag, run the day's missions, and pick it up at the last rally point before their RON. If the team wants to bring a couple of spare primaries, they could live in the duffel bag, and be dropped off at a rally point if one of the primaries went down.
Also, Ziplock makes ginormous bags. They work great for storing a spare pair of boots, uniform, and other bits that you don't want wet. They are pretty heavy duty, and hold up surprisingly well. They are something like $5 for a pack of 3. I usually carry a couple folded up in my rucksack in case I need to waterproof anything in a hurry, and pack my boots and a uniform in one. I also keep my socks and underwear and t-shirts in gallon sized ziplocks to keep them dry.
For an equipment list, you'd probably want to publish something similar to this (Example, NOT A COMPLETE LIST):

Plan in some time, have a list of things that are important, and physically lay eyes on them. Anybody without the minimum is a no-go.
