He didn't have a dog in the fight so it didn't matter to him one way or the other, and sometimes it is just an honest mistake when someone doesn't notice they've been hit.
I've told a teammate before that they were hit when they failed to notice it, it isn't a big deal.
Bad form is when you try to call out someone on the opposing team as being hit. Even if you are 100% sure of it, it is seen as biased since you are involved in the game.
There is nothing wrong with an unbiased 3rd party observer calling someone hit, or calling out someone on your own team.

I got shot in the backpack once from the side. It was a terrible hit, and the guy informed me he had hit me a few times (I was behind a tree, that was the only part sticking out) so I took my out. I wasn't happy with it, but I took it.
I couldn't feel or hear it at all.
In the real world you don't respawn either.
You have to balance realism with gameplay.
