Yes, you can, as long as you aren't wearing any MARPAT, ACU, or Multicam.

Are the teams going to be 100 v 100 if we get maxed out?

And everyones joining National Guard. Did I miss something that it is the fun side to be on?

Ideally they would be 100 vs 100. They are never perfectly split, but gameplay usually evens things out based on how many people are on each side. For example, if the National Guard team were to outnumber the Corporation, objectives might be harder for the National Guard team, their respawn might be slower and farther away, etc. We have many ways to make it even, but in 6 years of running these games they always seem to balance out. Both sides will have plenty of objectives and lots of fun, we don't ignore the OPFOR!

Its not like the good teams are all going to join the National guard. And leave all the new players on OpFor?

Well there's early registration, there's a night game at 9 o clock until pitch dark. Usually Splat Action has BBQ available, but I haven't confirmed that for this event. It's mostly a bunch of socializing and grab-ass. Sometimes we get motivated enough to have CO/Squad Leader meetings

Im in washington DC right now so i can't pay yet D: but when i get back since i have woodland camo i think i will join that team. Quick question though i like playing on the team thats on defense is that the woodland team?

I added you to the list - but didn't answer your question, sorry. It's not so cut and dry that one team is defending and one team is attacking all day long, however the Corporation team will most likely be on the defense more than the US National Guard since they are already there and dug in.

Wait... I think im confused on the Scenario. Are the OpFor guys just defending the Quarantined area, or are they trying to escape? Or are the Marines trying to push in and flush them out/kill them?

You'll have to wait and see. That information hasn't been released yet. You aren't going to know what the US Forces objectives are, and they aren't going to know yours. That would ruin the fun, wouldn't it?
