I. Registration

1. Age Restrictions:

All participants under the age of 18 must provide a Black Sierra Productions waiver signed by their parent with emergency contact information. The minimum age for attendance is 16. Waiver forms are available at www.blacksierra.net.

2. Registration Fees:

Entry fee is $25 per individual. $5 extra to camp.

a. If you are a no-show on game day, you will forfeit your event payment.

b. If you are ejected from the event for poor conduct, you will not receive a refund.

4. Waivers:

Each Participant is required to sign a Black Sierra Productions event waiver. (if you do not already have one on file)



II. Event Rules

1. Always wear approved safety eyewear and headwear during the live scenario. See section 5. Gear Requirements for safety goggle and face protection requirements. Do not remove your eye protection unless instructed by an admin that the area is clear and the mission is over.

2. Do not test fire your replica in the designated "no fire zones". The only acceptable place to fire will be the range and during the live scenario on location.

3. All replicas in safe-zones have magazine out, safety on. Sidearms remain cleared, safed, and holstered.

4. Do not point your replica at anyone unless you are involved in a scenario and intend to shoot them.

5. Do not fire at any people without proper eye protection, including non-participants, or animals.

6. No drugs or alcohol on the premises.

7. No live-fire firearms. Live Fire and Replicas DO NOT MIX.

8. Carry replicas in boxes, bags, or carrying cases while transporting on or off the field.

9. Remove all of your gear and trash from the location when you leave.

**Horseplay will not be tolerated. Individuals who choose not to comply to these rules will be subject to ejection from the event without refund. Individuals who are ejected from the event can or will also eject their respective team at the same time. This is a safe and professional atmosphere. There will be vendors, military and law enforcement on the grounds. Be professional, your actions in their eyes is the standard from which they will view the community as a whole.

III. Velocity Limits

1. All Primary Weapon Systems:

All primary weapon systems including AEG', shotguns, gas SMG's, and others must not exceed 400fps with .20g

2. Sidearms / GBB pistols:

All GBB pistols and pistol sidearms must also not exceed 400fps with .20g

3. Bolt Action and AEG "DM" or "Sniper":

400fps with .20g (1.5j) for full/semi auto rifles OR 550 fps with .20g (2.8j) for bolt action.


IV. Engagement Ranges:

1. AEG's (400 fps): No less than 10ft

2. Bolt Action: No less than 60ft. (20 yards)

3. Unsafe play will result in immediate ejection

V. Gear Requirements


a. Eye Protection: All participants MUST wear eye ANSI Z87.1 rated eye protection that fits closely to the face. Do not remove your eye protection while on the field.

b. Clothing:

Helmet is NOT REQUIRED
Mouth guard is RECOMMENDED
Long Sleeves are RECOMMENDED
Long Pants are REQUIRED
Boots are REQUIRED OR SIMILAR ANKLE SUPPORTING FOOTWEAR
Gloves are RECOMMENDED
Kneepads RECOMMENDED
Hearing Protection: RECOMMENDED

**CONFLICT EUROPE in some cases may use blank firing replicas to provide a more immersive atmosphere. These replicas exceed 89.1db and can cause hearing damage. Participants willfully accept responsibility for their own actions if they choose not to use hearing protection.


c. Magazines:

AEG: No magazine restrictions, BUT please be mindful of a realistic weapon system.
Pistol: No Magazine restrictions
Shotguns: No Shell limit or restrictions.




VI. Hits and Outs

1. Lethal Hits:

Any hits to the gear or body of the participant count as a lethal impact. The player will return to the team respawn location.

2. Hits that Don't Count:

In some case, not all hits count as an actual hit. Ricochets that bounce from walls or doors before hitting you do not count.
3. Friendly Fire isn’t Friendly and it does Count!

4. How to Die:

a. Clearly yell "HIT HIT HIT" and stand up hands in the air and turning AWAY from the point of impact.

b. Place a red rag on top of your head and move back to the team respawn point.

c. Do not TALK, Do not complain, Do not argue, Do not motion to other teammates, Do not talk on your radio while "dead"

d. Move completely back to your respawn point.

e. Failure to comply to these rules will result in immediate ejection from the event.


5. How to Respawn:

a. Move into your team respawn area: (clearly marked area)

b. Click the respawn counter (honor system)

c. Check in on the radio or physically with your commander vector you to your assigned squad.

d. Get back into the fight.

6. Safety Kill

A single safety kill can be employed in the event you have the drop on ONE person at extremely close range. This range is to be considered 10ft or less, while their back is to you and have NO idea you are there.

a. YELL SAFETY KILL
b. Non-Negotiable. You get it called on you, you go out.
c. You can't safety kill more than ONE person per incident. Let the group pass to a safe engagement range and shoot them otherwise.



VII. Game Play Mechanics

1. Scenario Continuous Mission/Maintenance
a. Communications Array: The Communications Array must be deployed in an outlying outpost region of the playfield. This allows the Commanders to use their radio network by establishing a satellite uplink.
1. Mechanics are the only people that can build, handle, or move the communications array.
2. Successful destruction of the array results in a 15 minute black out of command net.
3. Must be rebuilt by a Mechanic in order to resume function.
4. May be disassembled and moved to an alternate location by a Mechanic, but results in Command net being down until it is rebuilt.
5. Can be destroyed with 2 demolition packs.

b. Bridges: Play a role as well in Conflict Europe. If a bridge is "blown" by an enemy demo team, that bridge is unpassable by the opposite team, while maintaining the ability to cross themselves.
1. Tank Obstacle of RED or BLUE will determine if you can cross bridge at any given time.
2. Repair requires holding bridge location for 5 minutes, after admin is on site to time it.
` 3. Requires 5 demo-packs to destroy
4. Enemy players can not remove placed enemy charges
5. To regain control of the bridge a team must "blow up" the bridge.

example: New Warsaw places 5 demopacks on a bridge, calls on the admin channel, and the bridge is verified destroyed. New Warsaw players can use the bridge still, but NATO must reblow up that bridge in order to reestablish use and negate Warsaw use.

c. Artillery: Artillery will be placed at an admin specified location near the main command base for each team.
1. Must be built and maintained by Mechanics
2. Requires communications array to be established prior to use.
3. Requires ammunition aquired from enemy held ammunition dump.
4. Can be destroyed with 2 demolition packs.


d. Commander Immunity
1. Can NOT be blown up by artillery
2. Can be shot by enemy rifle fire

e. War of Attrition: Conflict Europe is based on the concept of a war of attrition. When you are hit, you will go to your respawn point, and then check in with your commander and he will take note of your untimely demise and revector you out to your squad in the fight....or allocate you to a mission block.

VIII. Devices and Props

1. Communcations Array: The communcations is a simple antenna prop that must be assembled by mechanics and repaired by mechanics.

2. Explosive Packs: "Satchel Charges" are designated to teams via red or blue tape with PVC pipes acting as "TNT". These can only be used by demo-role players. The player must aquire demo charges from the Ammo dump and may only carry ONE at a time. Place it, and return for another until the proper number for destruction of the target is reached.

3. Artillery Rounds: Large ammo crates (3) will be marked with red or blue tape and will go to the opposite corresponding armory. (NATO must raid WARSAW's armory for artillery and vise versa). These crates may only be taken ONE at a time and require TWO people to move. Move the crate to the ARTILLERY SITE (main base), and check in with the commander of your team. Each crate is equal to ONE salvo from your artillery piece.

If in the event the team moving an ammo crate is shot, that crate is dropped in place and may be moved back to the Ammo Dump by the enemy. Ammo Crates must be moved along roads or main pathways. This eliminates loss of crates for extended amounts of time. If players are seen moving an ammo crate incorrectly, they will be called "out" and the crate will be returned to the Ammo Dump.

4. Bridge passage identifiers: Red or Blue tank obstacle will determine if you are allowed to use the bridge. Red for WARSAW. Blue for NATO. If you are caught crossing an enemy held bridge as a standard soldier, you and your whole squad near you will be called out and made to respawn. Demolition role-players are the only enemy figher allowed to get on a bridge while it is held by the enemy. The demolition role player may not cross the bridge, but can place the charges on top of the deck of the bridge.

5. Special Mission Items: As with all things BSP, we can't not have specialized missions. These will be passed to the commanders during the day and will be allocated to squads or individuals fitting each mission profile. These can be recon photo missions, snatch and grab missions, intelligence documents, etc. If you are not tasked to handle these items, or spot them, DO NOT HANDLE THEM. They are for specific missions and must be left alone for mission purposes. YOU MAY CAMP THESE ITEMS and see what happens, but you can't displace or move them.....PERIOD. Successful completion of mission blocks reduce "kills" on your team's casualty total.





IX. Staff, Crew, and Spectators

1. Staff:

Will be clearly identifiable by the BSP blue uniform or Admin Vest (Orange). Any judgments made by these individuals are absolute pertaining to the safety, rules, or scoring of the event.

Will at all times try not to hinder a team or single operator from completing his/her in event tasks.

2. Crew:

a. Cameramen and Videographers:

Will be identifiable by an orange vest and respective equipment. They will also be wearing an orange vest. Ignore these individuals as if they are invisible. They are part of the landscape. They are neither friend nor foe. Do not talk to them, do not pay attention to them. They are furniture if they hinder your path. Do not run into them, do not shove them, and do not engage them. *Any video or photography of Conflict Europe without the expressed written permission of Black Sierra Productions is strictly prohibited.

b. Helpers:

Will be identifiable by an orange safety vest. These people will be working lanes, registration desk, and moving about answering questions and helping you get to your next location with ease.

In some case, not all hits count as an actual hit. Ricochets that bounce from walls or doors before hitting you do not count. Gun hits render the weapon useless.


So, new gun hit rule?
I though you weren't going to do this for this event?

Thats where you run out in the open screaming battle chants and waiving your arms and legs in the air and shooting madly with your pistol.... till you get shot so you can respawn.

Yeah, this sucks because I had thought this was resolved so I didn't go get a secondary pistol...
Oh yeah, and add 3 more for camping and food. We should also be bring fire wood... lotsa firewood *evil chuckle*
