Gentlemen,

You have been called down to take the lead in the Adair Compound assault. As most of you are aware, the Benton County Sheriff's Dept. had considerable issues serving the warrant for our target individuals.



At this point, we’ve cut the power to the building, but it appears they are still operating on a generator. At this time we can not confirm how many people are in the building, but reports from locals suggests there are up to 40 people. We do know they are still armed, but we believe there are individuals in that building who are being held against their will. There have been no reports of young children, nor have the spotters seen anyone.

There has been no telephone communication outside of the compound since November 29th. There has been limited communication with the Benton County Sheriff's Dept. negotiation team. At this point, they agree a tactical response is the only option.

We are currently in a hold pattern until we are green lighted. The expected step-off will be January 13th/14th. So being your planning matrix now. Listed below are the particulars on the warrant service.

Scott Martin
-Child Pornography
-Grand Larceny
-Kidnapping

Suspected of Illegal Drug Trafficking


Background:( Cult Leader) The leader of the Galactic Lunarian Constellation Temple. Not really a nutcase, but more a slippery criminal. This man uses religion to take advantage of people. He’s made millions off of building cults around the country. This isn’t his first. He convinces people that he’s the second coming. They join and give him all of their worldly possessions.

Martin has a long record of criminal offences. He’s been arrested for possession of an illegal substance twice. He’s been cited for driving under the influence, and he has also been brought up on charges of child pornography, which were later dropped for lack of evidence. Overall he’s a total sleeze. Consider him armed and dangerous.

Jonathan Horrowitz
-Grand Larceny

Background: Horrowitz is Martin's sidekick according to the locals. We are not sure at this time if they are friends or business associates.

He did three years at Chino for breaking and entering, as well as a number of other smaller offences.

Robert Bozikivich
-Kidnapping
-Assault
-Illegal Firearms

Background: According to the locals and recent defectors from the sect, Bozikivich is known within the Lunarian cult as the enforcer. He makes sure the compound is secure, both inside and out. He maintains a small group of armed guards, keeps a weapons locker, and carries out any kind of strong-arm tasks handed down by Martin. Bozikivich is feared within the cult. On a couple of occasions he has physically reprimanded the interviewed witness when he spoke out against Martin.

The following individuals are currently listed as "missing" by the Benton County Courthouse. At this point, Benton County assumes these individuals are within the Compound, but can not confirm their part in the situation.

Jeremiah Anderson – He is considered to be a smooth talker. He does most of the recruiting for the cult, and spends his time trying to keep people excited about the second coming. He is usually seem roaming throughout the compound trying to keep morale high and talking to people about amazing feats he has witnessed Martin performing. There isn’t much of a wrap sheet on Anderson. He’s a bit of a ghost. No criminal record. No finger prints on record. This is either his first time running afoul of the law, or he’s very good at what he does.

Angie Foster – Is a minor. Ms. Foster’s mother reported her missing about two weeks ago after not hearing from her daughter for over three months. We don’t know much about the current whereabouts of Ms. Foster, but we do know she’s been seen in and around the Lunarian compound. Her mother is convinced she has been either brainwashed or is being held captive against her will.


As stated earlier, there are up to 40 other people inside the compound. At this point we do not know their collective dispostion. At best they are non-violent and are being held against their will. At worst they are all partisan to the illegal activities the Lunarian Cult is suspected of.

If there is any new intelligence it will be made available here.

At this time, we have determined a ROOF entry or MAIN Entrance entry are the only avenues of assault. These MAPs are for you planning matrix.




ADMINISTRATIVELY:

-You will use the main lobby floor or step off location for the roof entry as the CCP (Causualty Collection Point)(Dead, Wounded, Detained). This will also be the LCOA. We will use the main lobby as the gear up point. Do this in a hasty manner. The quicker you are ready to roll, the more time you have to complete your mission.

-You will not touch evidence. If you have located an item you feel is "evidence", you will radio (yes, actually use a radio) and contact the Scene Commander that you have found the items in question. If you do not this will be a secondary objective failure.

-You will use Large Rubber Bands to secure/restrain prisoners. (We will provide the bands. What you do not use, you will return)

-You will not KICK, STEP ON, DROP KICK, or otherwise destroy any replica or prop for this event. If you do, you will be liable for the replacement of the item. By stepping onto the field you have accepted this liability for other peoples kit. So, be careful. No one like to have their stuff destroyed.

CQC TERMS: State these phrases clearly to the actor/admin if you choose to use them.

"STRIKE": An incapacitating blow by the weapon or hand to the actor.

"CONTROL": Your kung-fu is better than their kung-fu. If you need to handle an actor. Use this term.

"RESTRAINED": This was the term used when the CQC Competition didnt use a device to imitate flexicuffs. You may still use this statement as a clear reminder to the actor it is time for them to have the rubbercuffs applied.

(We will double-loop the bands to make a safe and easily applied rubberband flex cuff. There will be no fall hazard, nor circulation issue)

Rule clarification:

- Do helmets count as body armor? Packet states that if you are hit in the head you are dead. Body armor allows 1 hit + momentary pause- is this the same with a helmet hit?

No. They don't. The helmet is mostly for your safety, not for stopping bullets.

If you have a vest that acepts body armor plates, what will work as simulated plate armor? Or is it good enough to simply have a plate carrier?

We won't split hairs. If you have a carrier or a last chance vest you get the same advantage.

Also, if you make your CCP the "roof" stepoff point, you will have to post a guard to cover the detainees. If your CCP is in the main lobby, you will be able to "drop off" the detainees (after searching them) to administration.

As far as a roof entry goes, do any of the three stairwells work, or is there only one stairwell that has roof access?

Also, do we need to keep empty mags with us, or can we pick them up afterwards?
