Those straps are important in mounting the backpack's straps to the RRV. I have them buckled to the RRV then threaded the backpack's straps through the stretch loops before clipping on the ITW fastex buckles.
Here's how I have mine set up.

Here's the straps tightened down as much as possible.

I also have the other set of those straps attaching the backpack to the smaller side fastex buckles on the RRV.

Note that both kidney/waist straps still attached. You
could attach the backpack directly to the RRV on the lower sides but I noticed that I can't cinch it down as much as I'd like. Keeping the original straps means I can cinch down the RRV and use the other strap to go around my belly, like so:

You should be able to thread the RRV's shoulder straps through the large stretch loops with a bit of elbow grease. Should look like this:
