OPERATION HUNTING SCARECROW EVENT SYNOPSIS
Less than a year ago the Norvinsk region of Russia became ground zero of an international scandal when a multinational organization operating several biotech laboratories in the region was accused of engaging in illegal activities. An investigation launched by the Russian Federation uncovered covert deals and corrupt connections involving foreign corporations and a number of local government agencies. As investigators dug deeper it became clear that one corporation, its subsidiaries, and their local subcontractors were at the center of all illicit dealings. After 6 months of political conflicts at the international level, the Russian Federation confirmed their fears that major parts of the local Norvinsk Government was being controlled by an international contingent that was actively working to stall, impede, and sabotage further investigation into the rampant corruption. Finally the Russian Ministry of Internal Affairs announced their claims that, through various shell companies, the corporation Terra Group had shown a huge interest in territories where the Russian Ministry of Defense houses military units and other special military structures. The RMD was quoted saying “It has become clear that Terra Group has subversive intentions in relation to the strategic interests of Russia.”
Within the week United Security (USEC), a private security contractor working under the Terra Group umbrella, activated a large number of “Peacekeeping Forces” in the area, setting the stage for an open military conflict. The Russian Federation asked the United Nations to deploy peacekeeping forces to enter the Norvinsk Region, with the aim of resolving the situation without open conflict. As UN forces began settling into the region a second PMC force calling themselves Battle Encounter Assault Regiment (BEAR) began engaging USEC forces within the region in small skirmishes. Over the next two months these skirmishes escalated into an armed conflict, with UN peacekeepers, Ministry of Internal Affairs (MVD) units and the two Private Military Contractors taking sides. As fighting intensified, most of the world viewed the UN peacekeeping mission a complete failure and so the Russian Federation ultimately made the daring decision to seal off the entire border to the Norvinsk region and declare martial law.
Today, a majority of UN and MVD troops have extracted, the Russian Federation has granted a few UN Special Forces teams and Russian Special Forces units to remain operational gathering intel and further deplete resources in the Norvinsk region while the Russian Federation finalizes the painstaking job of sealing off the area.
USEC has continued its efforts to prevent any further investigation into Terra Group Labs, liquidating evidence, and though unconfirmed, some believe they have begun removing witnesses as well. It is also rumored that some divisions of Terra Group Labs are still active and that USEC is aiding in covering up on-going illegal research taking place at other unknown locations.
Those knowledgeable with the situation claim currently the only resolution to this crisis would be to present to the Russian Government, and in turn the world, with irrefutable proof that Terra Group poses a strategic threat to the Russian Federation. Operators of the PMC group “BEAR” have made search and provision of any evidence proving illegal activity on the part of Terra Group their primary mission. However it should be noted that according to the Russian Federation regarding martial law, any activity in the territory by any non official military forces, units or groups is considered an illegal act against the Russian Federation.
