Updated Rogue Invasion

It was brought to our attention that we were not able to use the scenario we had with the wording of Govt. Forces so it has been changed to Foreign Forces. Also we got a permit for this event for 100 so the cap was lowered and we will be right in there with that number. You might also notice other changing in wording to accomodate that this is a non-profit property and this is classified a Fund Raiser.
